PAN Card New Rules 2026: New Forms, Documents Required and How to Apply Online
The new financial year 2026-27 has brought several changes and new rules that are expected to make life easier and more convenient for people in India. One of these changes applies to PAN card holders and new PAN card applicants. The new rules came into effect from April 1, 2026.
New PAN application forms have been introduced, and applicants now need additional documents along with Aadhaar for new PAN card applications.
PAN Card New Rules 2026 – What’s New?
Earlier, applicants could use only their Aadhaar card to apply for a PAN card. This rule was applicable until March 31, 2026. However, from April 1, 2026, new PAN card applications require additional documents such as a voter ID, passport and birth certificate.
Another important change is that the name mentioned on the PAN card application should match the name mentioned on the Aadhaar card.

New PAN Card Application Forms
The PAN application forms have also been changed. Earlier, Indian individuals and companies used Form 49A to apply for PAN. It has now been replaced by Form 93.
For non-residents and other entities, the new PAN form is Form 95, which replaces the earlier Form 49AA.

Documents Required for New PAN Card Applications After April 1, 2026
The following documents can be used for a new PAN card application:
- Birth certificate
- Aadhar card
- Voter ID
- Passport
- Driving licence
- Matriculation certificate
- Affidavit issued by a magistrate

Things to Check Before Applying for PAN Card
Before applying for a new PAN, applicants should keep a few important things in mind before submitting a new PAN application:
- Is your name the same on your Aadhaar card and supporting documents?
- Is your date of birth supported by a valid record?
- Is your address proof current and valid?
- Is your mobile number linked with Aadhaar, and do you plan to use Instant e-PAN?
- Are you applying correctly from the beginning?

How to Apply for a New PAN Card in 2026?
According to the Income Tax Department’s official website, new PAN card applications are available online. Applications can be submitted through portals such as Protean, formerly known as NSDL e-Gov, and the Income Tax e-Filing portal.

New PAN Card Application on the Protean Website
Step 1: After clicking the above link, you will be taken to the ‘Online PAN Application’ page.
Step 2: Select the ‘New Application’ option.
Step 3: Under the ‘PAN Application Type’ section, select Form 93 or Form 94 if you are an Indian citizen. NRIs can select Form 95 or Form 96.
Step 4: Select the application category. Options include Individual, Association of Persons, Body of Individuals, Trust, Limited Liability Partnership, Firm, Government, Hindu Undivided Family, Artificial Juridical Person and Local Authority.
Step 5: Enter the required details under the application information section. First name, middle name, last name/surname, date of birth, email ID and mobile number are mandatory.
Step 6: Click the small checkbox and submit the information.
Apply for a New PAN Card Through the Income Tax e-Filing Portal
Step 1: After visiting the e-Filing link, you will be taken to the PAN card service portal. Scroll down and select PAN Card for the Individual/Indian Entity option.
Step 2: You will be directed to another page, where you need to select the ‘Apply for New PAN Card (Form No. 93 and Form No. 94)’ option.
Step 3: Fill out the required form according to your needs and submit it.
New PAN Card Application Fees 2026
After filling out the form, you need to pay the PAN application fee. The fee is ₹91 excluding GST for an Indian address and ₹862 excluding GST for a foreign address.
Payment can be made through credit card, debit card, demand draft or net banking.
After the application and payment are accepted, applicants need to send the supporting documents through courier or post to Protean or UTIITSL.
Applicants can also complete e-verification using Aadhaar-based OTP. The PAN application process will begin on the portal only after the documents or OTP verification has been received.
How to Apply for Instant e-PAN
You can also apply online for the Instant e-PAN service, which is paperless and free.
However, the Instant e-PAN service is available only to applicants who have an Aadhaar number issued by UIDAI and have their mobile number registered with Aadhaar.
An e-PAN is also a valid form of PAN.
While applying online, you need to upload your photograph and signature. You can use the PAN Card Photo & Signature Resizer to resize your photo and signature to the required size for the PAN application form.
